Tags get moderated and only moderated tags appear in the official tag list. During moderation, tags disappear for two main reasons. One is that 'new' tags duplicate an existing tag - as with your magic/superstition example. The other is that tags are used excessively - e.g. sometimes it's okay to have both government and law but often only one really applies. The point of allowing you to specify tags is to give me something to work with when I finalise the tags for each new topic raised. If you really think a new tag should be created then there need to be examples of a number of other topics that share it - I can add it retrospectively to existing ones.

@BorgClown: The site runs itself, and is designed that way. Tag moderation is the only real task I have, although even that can be ignored and doesn't take any significant time when I do it. There's no point having the site become unusable just because I cannot get to a computer.
